Bluewater Bay is where the numbers and the reputation currently disagree, and that gap is the opportunity.
It is the largest planned community in the county — around 2,000 acres, roughly 3,000 families, and about thirty smaller neighbourhoods within it, developed from the late 1970s. It sits inside Niceville, which means the Niceville school zone and a 10 to 20 minute run to Eglin.
And it is down 14.2% year over year — the only double-digit decline anywhere in this area.
That is an uncomfortable fact for anyone who bought here in 2024 and a genuinely useful one if you are buying now. You are looking at the softest pricing in the county attached to its strongest school system. Those two things do not usually appear together.
The numbers, and what they mean for you

- Niceville overall — $529,612, $266 per square foot, 74 days on market, 93 sales
Read that second line carefully. Bluewater Bay accounts for 76 of Niceville's 93 sales — it is the Niceville market for most practical purposes. And it sits about $58,000 below the Niceville median at $35 less per square foot, while feeding the same schools.
Homes also move faster here than in Niceville overall — 62 days against 74.
The honest framing: if you are buying, this is the best-value entry into the Niceville school system available, and the softness gives you room to negotiate. What you actually get
The amenity list here is unusual for this part of Florida and it is a large part of the value.

More than fifty miles of paved roads with bike lanes plus about seven miles of separate bike path — which, if you have children who cycle to friends' houses or you run in the mornings, is a genuinely different daily experience from a standard subdivision.
The thirty-neighborhood structure is the thing to understand before you buy. Bluewater Bay is not one uniform development. It is a collection of smaller neighborhoods built across several decades, and they differ in age, style, lot size and price.
That also means homeowner association arrangements and dues vary across the community rather than being one flat figure. Ask specifically about the neighborhood you are considering — what the dues are, what they cover, and whether golf or marina access is included or separate. Do not assume the answer carries across from one street to the next.

Flood — depends heavily on where in the community
Bluewater Bay has no Gulf frontage and no barrier island exposure, so the severe coastal risks do not apply. But it fronts Rocky Bayou and Choctawhatchee Bay in parts, and waterfront sections carry meaningfully different exposure from the interior.
Given the community spans 2,000 acres, a general statement about "Bluewater Bay" tells you very little about a specific lot. Flood insurance is priced property by property now rather than by zone, so check the actual address.
Okaloosa County can confirm a parcel and often holds an elevation certificate already on file, which saves the cost of commissioning one.
Buying into a 1970s-onward community
Development began in the late 1970s and has continued since, so the housing stock spans nearly fifty years. A 1980s home and a 2010s home here are entirely different propositions on insurance and maintenance.
Anything built before the 2002 Florida Building Code frequently lacks the roof and opening protections that drive premiums. On the older streets, the inspection results often determine whether you can insure the property at all — not just what it costs.
Schools
Bluewater Bay is served by Bluewater Elementary, feeding Ruckel Middle and Niceville High School — the same path as the rest of Niceville, in an A-rated Okaloosa County district. Niceville High was graded A by the state for 2024-25 with a 97% graduation rate.

Worth knowing, since it is a Niceville asset and few people outside the area realise it: Collegiate High School at Northwest Florida State College sits on the NWFSC campus nearby, rates A+ and ranks 44th in Florida. It is application-based rather than zoned, so it is not automatic — but it is available to families here and it outranks every zoned option in the county.

What buying in Bluewater Bay is actually like
Bluewater Bay is currently the most interesting value in the county, and the reason is straightforward arithmetic rather than salesmanship. Here is what matters.
Understand what the 14.2% decline is and is not. It is not a distressed market — 76 homes sold in a quarter and they moved in 62 days, faster than Niceville overall. It is a correction after a strong run. For a buyer with a three-to-five year horizon and children going into the Niceville schools, that is close to an ideal set of conditions. For someone who may need to sell in two years, it is a reason for caution.
Ask about the specific neighbourhood, not the community. Thirty neighbourhoods, fifty years of construction, varying association arrangements. "What are the dues in Bluewater Bay" has no single answer. Get it in writing for the street you are actually buying on, including whether golf and marina access are included.
Check the flood profile of the lot. Two thousand acres means bayou-front and well-inland properties sit under the same name. Pricing is property-by-property now, so the community's general profile tells you nothing useful about your parcel.
Match your inspection to the build year. Gulf Coast roof life runs closer to 10 to 15 years than 20-plus. Polybutylene plumbing in homes built between 1978 and 1995 is refused outright by many carriers — and given development began in the late 1970s, that window covers a great deal of this community. Federal Pacific and Zinsco electrical panels frequently must be replaced before an insurer will bind at all. Florida is the termite capital of the country, so a wood-destroying-organism inspection is not optional.
Get the wind mitigation inspection before you write the offer. Roof covering, deck attachment, roof-to-wall connections, geometry, secondary water resistance and opening protection all feed into your premium, and pre-2002 homes often lack several. Never budget off the seller's premium — theirs reflects their claims history and deductible, not yours.
The hurricane deductible is separate and commonly 2%, 5% or 10% of dwelling coverage. On a $470,000 home, 5% is $23,500 before coverage begins.
Use the softness. This is one of the few places in the county right now where a well-prepared buyer has genuine negotiating room. Come with financing arranged and an inspection contingency you intend to use.
If you are renting first, Florida Statute 83.682 lets a servicemember end a lease with 30 days' written notice and a copy of orders for a PCS 35 or more miles away, among other triggers. Liability is limited to prorated rent, and the statute states plainly that it "may not be waived or modified by the agreement of the parties under any circumstances."
