About Navarre

A Hurlburt town, not an Eglin town — and that decides everything

Navarre is the clearest example on this coast of why "close to the bases" is a meaningless phrase. It depends entirely on which base.

 

To Hurlburt Field: about 14 miles, roughly 26 minutes. Genuinely convenient.

 

To Eglin: 40 to 55 minutes — the longest commute of any community in the region.

 

That single split is the whole buying decision. If you are AFSOC at Hurlburt, Navarre deserves a serious look. If you are assigned to Eglin, Caron will steer you toward Niceville, Valparaiso or Shalimar instead, and she will say so rather than sell you a house here.

 

The other draw is Santa Rosa County schools — an A-rated district with fifteen individually A-rated schools — and a quieter, less commercial stretch of coast than Destin.

What Navarre costs

Redfin, three months ending June 2026.

 

  • Navarre — $434,713 median sale, $218 per square foot, 57 days on market, 260 sales, up 3.5% year over year
  • Fort Walton Beach — $374,796, $216 per square foot
  • Destin — $556,197, $436 per square foot

 

Two things stand out. Per square foot Navarre is almost identical to Fort Walton Beach — $218 against $216 — so you are paying for a larger, generally newer house rather than a location premium. And with 260 sales, it is one of the most liquid markets in the area, which means selection now and buyers later.

 

Set against Destin, you are paying half the price per square foot for beach access twenty minutes further west.

How far is Navarre from the bases?

Straight answers, from someone who works this market every week.

It depends entirely which base. Hurlburt Field is about 14 miles, roughly 26 minutes. Eglin is 40 to 55 minutes — the longest commute of any community in the region. Navarre works well for AFSOC families at Hurlburt and poorly for anyone assigned to Eglin.

Navarre Beach is leasehold land under a 99-year arrangement dating to 1956, and unlike Okaloosa Island — where an eligible owner can convert to fee simple with a county application — conversion on Navarre Beach would require an act of Congress, which has not happened. The mainland is ordinary fee simple.

Is the Highway 98 traffic really a problem?

It can be. US 98 is the only route through, carrying over 41,000 vehicles a day, and the county's proposed bypass is years from construction. Day to day it is manageable; in peak tourist season or after an accident it is not. If you have hard report times, drive it at your actual commute hour before committing.

Navarre Beach is leasehold — and it cannot be converted

This is the fact that most separates Navarre Beach from the mainland, and it rarely appears in a listing.

 

Navarre Beach is leasehold land. Escambia County leased the beach to Santa Rosa County on a 99-year term beginning in 1956, and property there is held under that structure rather than as fee simple.

 

The comparison that matters: on Okaloosa Island, an eligible leaseholder can convert to fee simple with a $500 county application. On Navarre Beach, conversion would require an act of Congress — and it has not happened. Legislation has been introduced without resulting enactment.

 

That is not a reason to avoid the beach. Plenty of people own there happily. It is a reason to understand exactly what you are buying, how your lender treats it, and what it means when you come to sell.

The mainland is a different matter entirely — ordinary fee simple, ordinary financing, and where the great majority of the 260 sales happen. If leasehold complexity is not something you want, Caron will simply keep your search on the mainland side.

The causeway problem

Worth knowing before you commit to beach-side living. The Navarre Beach Causeway is rated functionally obsolete by FDOT. Replacement planning began in 2021 with an estimated cost in the region of $80 to $120 million, and the county has studied reinstating tolls — eliminated in 2004 — to help fund it.

 

Nothing about that is imminent or alarming on a day-to-day basis. But if you are buying on the beach side, a future toll and a multi-year replacement project are both realistic possibilities within a normal ownership period.

US 98 — the honest caveat

Navarre sits on US 98, and there is no parallel route. The highway carries more than 41,000 vehicles a day through the area, and Santa Rosa County has an active study for a Navarre-area bypass precisely because of it — but that is years from construction, not months.

 

In practice: an accident or peak tourist season can substantially lengthen a commute that is otherwise reasonable. If you have hard report times at Hurlburt, drive the route at the hour you would actually be driving before you decide.

Schools

Santa Rosa County District Schools is an A-rated district, with fifteen schools individually earning an A. Navarre is served by Holley-Navarre Primary, Holley-Navarre Intermediate and Holley-Navarre Middle, plus West Navarre Primary and West Navarre Intermediate, feeding Navarre High School.

Note that this is a different district from Okaloosa County, which serves Fort Walton Beach, Niceville and the rest. Records transfer, calendars and enrolment procedures all differ. If you are moving mid-year, that is worth planning around rather than discovering.

 

Confirm zoning for a specific address with the district before you offer.

What buying in Navarre is actually like

Navarre is a genuinely good value on this coast provided you are honest with yourself about the commute and the beach-side complications. Here is what matters.

 

Settle the base question first. Hurlburt, yes. Eglin, almost certainly not. Everything else follows from that.

 

Decide mainland or beach early, because they are legally different products. Mainland is fee simple and straightforward. Beach is leasehold with no conversion path, which affects lenders, buyers and resale.

 

Confirm the flood picture for the actual parcel. Flood insurance is now priced property by property rather than by zone, so being outside a mapped area does not mean coverage is cheap or unnecessary. Santa Rosa County participates in FEMA's Community Rating System, which can reduce premiums — ask the county's Floodplain Manager on (850) 981-7029 what the current class and discount actually are, because it is real money and few buyers think to ask.

 

Never budget off the seller's insurance premium. Theirs reflects their claims history, carrier and deductible. What moves your number is the wind mitigation inspection — roof covering, deck attachment, roof-to-wall connections, geometry, secondary water resistance and opening protection. Homes built before the 2002 Florida Building Code often lack several.

 

The hurricane deductible is separate. Commonly 2%, 5% or 10% of dwelling coverage, shown on your declarations page as a dollar figure. On a $435,000 home, 5% is roughly $21,750 before coverage begins.

 

Regional inspection failures apply here as everywhere on this coast. Gulf Coast roof life runs closer to 10 to 15 years than 20-plus. Polybutylene plumbing in homes built between 1978 and 1995 is refused outright by many carriers. Federal Pacific and Zinsco electrical panels frequently must be replaced before an insurer will bind. Florida is the termite capital of the country, so a wood-destroying-organism inspection is not optional.

 

If you are renting first, Florida Statute 83.682 lets a servicemember end a lease with 30 days' written notice and a copy of orders for a PCS 35 or more miles away, among other triggers. Liability is limited to prorated rent, and the statute states plainly that it "may not be waived or modified by the agreement of the parties under any circumstances."
